Frequently Asked Questions

Is family reunification immediate?
Yes — one of the most significant advantages of the HQP/PAC permit. Relocating spouses, civil partners, and dependent children (both minor and financially dependent adult children) receive **immediate, unrestricted work authorization** upon arrival in Spain. They do not need to wait for the primary applicant to have resided in Spain for 1 year, as is required under the standard family reunification route.
What is the difference between the HQP/PAC and the EU Blue Card?
Both bypass the labor market test and offer fast processing through UGE-CE. The key distinction is mobility: the EU Blue Card provides enhanced **intra-EU mobility** — after **12 months** of Blue Card residence in one EU member state (reduced from 18 months under the 2024 EU Blue Card Directive reform), you can move to work in another (e.g. from Spain to Germany). The Spanish PAC/HQP is Spain-specific and does not grant this automatic EU-wide portability.
Can I use this visa to get the EU Blue Card?
Yes. You can opt into the EU Blue Card route at the time of application, which requires a minimum gross salary of €39,270 annually (or €31,416 for shortage occupations or recent graduates). This is lower than the standard HQP threshold and offers the added benefit of EU mobility rights after a **12-month** qualifying period in Spain (updated under the 2024 EU Blue Card Directive reform).
Does the salary discount for young professionals apply automatically?
No. The 25% reduction coefficient for applicants under 30 or recent graduates must be explicitly requested in the application. Your employer must state the reduced threshold in the UGE-CE submission and demonstrate that your role qualifies. It is not applied automatically by the administration.
How long does the permit last and can it be renewed?
The initial HQP/PAC permit is valid for 3 years and can be renewed twice (each renewal for 2 years), giving a potential residency of up to 7 years. After 5 years of continuous legal residence in Spain, you can apply for long-term EU residence status, which is not tied to a specific employer.
Can I change employers after arriving?
Yes, but with a procedure. Within the first 2 years, any change of employer requires notifying UGE-CE and confirming the new role still meets the salary and qualification thresholds. After 5 years of continuous legal residence, your permit is no longer employer-specific.
